BUNDLE DESCRIPTION:

Learn how to successfully develop the most scrutinized and utilized document in school district financial reporting – the annual budget. The Build a Better Budget Bundle contains five one-hour on-demand webinars.  Throughout each on-demand webinar, facilitators will provide real-world examples and break down the components of the budget so that each section is easier to understand – all while answering questions and providing guidance to free resources that can be used to build a budget that meets today’s rigorous demands.  

 

SESSION 1: Build a Better Budget – The Organizational Section
PRESENTER:


DESCRIPTION: 

This one-hour session will review the criteria included in the Organizational Section of the budget plan.  The presenter will demonstrate how a school district can successfully communicate the district’s legal autonomy, fiscal independence/dependence, and demographic data. The governance structure, and the organization’s mission and goals will also be examined. The presenter will also discuss how to report significant budget and financial items applicable to your district and/or state such as policies, regulations, applicable fund types, and classification of revenues and expenditures; and how to describe the basis of accounting for financial reporting, the budget development process, and other sustaining local revenue sources.

SESSION 2: Build a Better Budget – The Financial Section 
PRESENTER:

DESCRIPTION:

This one-hour session will take an in-depth look at the Financial Section of the budget. The presenter will demonstrate how the elements of the financial section of the budget plan should be organized and what data should be included from the past, present, and future. The presenter will also discuss how information should be formatted based on the level of detail required by law or adopted by the governing body.

OBJECTIVES:

Objective 1: Identify the types of funds included in the budget document

Objective 2: Identify the order in which financial information is organized and formatted in the budget document

Objective 3: Examine ways to successfully construct descriptions used to communicate costs and savings (direct and indirect) for capital projects

SESSION 3: Build a Better Budget – The Informational Section


PRESENTER:



DESCRIPTION:

This one-hour session introduces strategic methods for presenting the Informational Section of the budget including how to present the assessed value of taxable property, property tax rates and collections for the taxing entity, and how to provide a five-year analysis of the tax rate’s effect on the average taxpayer. The presenter also recommends ways to present student enrollment history; provides personnel resource allocations within defined employee groups; demonstrates how to include outstanding bond issues and bond amortization schedules, and how to provide three-year performance measures.

SESSION 4: Build a Better Budget: The Executive Summary

This one-hour session will provide an in-depth review of the executive summary which provides a comprehensive financial picture of the school district in narrative, numeric, and graphic form. The presenter will detail the information from the organization component, financial component, and informational component that must be included in the executive summary and discuss how the information should be presented.

SESSION 5: Create an Award-Winning Budget


PRESENTER:

DESCRIPTION:

This one-hour session will demonstrate how you can add the finishing touches to your budget to make it an award-winning budget.  The presenter will provide an in-depth overview the prestigious ASBO International Meritorious Budget Award (MBA) Program and discuss the benefits of being awarded this coveted recognition for your district.

OBJECTIVES:

Objective 1: Identify the components of an award-winning budget

Objective 2: Identify various resources that can be used to develop an award-winning budget

Objective 3: Identify the benefits of applying for the Meritorious Budget Award (MBA) program
