Intra versus Inter-District Funding Disparities in Illinois: A First Look Under ESSA

In the past, adequacy and equity have always been measured within a state by school district. Under ESSA, however, states must start reporting per-pupil expenditures for every local educational agency and school in the state on annual report cards. That fact raises the bar for school districts and especially for school business officials. Are there disparities in the way that funds are distributed within a district? Are they equitable and adequate for each school? What are the implications for allocating funds to individual schools? What impact may disparities have on school performance? This session will take a first look at the site-based per pupil expenditures reported on the Illinois report cards for the 2018/19 fiscal year.
